Only one person responsible for massive ten-year fraud on reporting FLAGLER COLLEGE test scores and class ranks to Department of Education, et al.?

Multinational corporate law firm MAGUIRE WOODS LLC's terse report on the massive ten-year fraud at Flagler College claims that only one Vice President was involved, and that no one else at Flagler College knew about it.
