Controversial Interim St. Johns County Attorney RICHARD CHRISTIAN KOMANDO was the criminal defense lawyer who defended two brothers charged with some $23 million in criminal tax evasion, while he is our County Attorney. KOMANDO told reporters that off-the-books work is "common" in the construction industry. Read Justice Department press release here. Read U.S. District Court docket, below.
Brothers TRAVIS MORGAN SLAUGHTER and TRIPP CHARLES SLAUGHTER were indicted on February 22, 2023. When appointed to the temporary Interim County Attorney job and when applying for the permanent County Attorney job, RICHARD CHRISTIAN KOMANDO never disclosed his legal representation of the SLAUGHTER brothers, or any other corporate clients. Wonder why?
RICH KOMANDO has refused to disclose his client list to Commissioner Ann Taylor and to me.
Wonder why?
We have a Right to Know.
As Thomas Jefferson said, "a public office is a public trust."
Appointed to be Interim County Attorney in 2024 on a 4-1 vote, at the behest of his "friend," DeSANTIS-appointed then-Commissioner ROY ALYRE ALAIMO, JR., RICH KOMANDO told Commissioners last year that he would not seek the permanent County Attorney position. Now he seeks the permanent position, with a public meeting on March 25, 2025.
RICH KOMANDO was hired in his own name, but the County pays his law firm.
RICH KOMANDO's law firm has applied for the position of permaennt County Attorney, not KOMANDO.
Naturally, two developer-funded St. Johns County Commissioners, SARAH ARNOLD and CHRISTIAN WHITEHURST, are OK with the KOMANDO firm applying for the job, as demonstrated by their colloquy at the March 18, 2025 Commission meeting. They pointed out that the County's job posting did not exclude law firms. Ordinarily, County Attorneys are living, breathing natural persons. That dawg won't hunt.
I await responses to my February 17, 2025 requests for documents on KOMANDO, including time, gift, expense and travel records and list of all of his clients.
From USA Today:
Jacksonville roofer brothers get prison time for $23 million 'off the books' payroll scam
- Two Jacksonville brothers, Travis and Tripp Slaughter, have been sentenced to prison for hiding millions in payroll from the IRS.
- The brothers, who owned roofing companies, underreported payroll to insurance companies and paid workers off the books to avoid taxes.
- This case is part of a larger trend of federal prosecutions targeting off-the-books work in the construction industry.
Two Jacksonville brothers whose roofing companies collectively hid about $23 million in payroll are headed to prison for cheating the government and businesses who insured their crews.
Travis Slaughter, 53, was sentenced Wednesday to 41 months behind bars and Tripp Slaughter, 50, drew a 21-month sentence from U.S. District Court Senior Judge Harvey Schlesinger.
Both men pleaded guilty last fall to conspiring to commit mail and wire fraud and conspiring to defraud the Internal Revenue Service and could have both been sentenced to terms as long as 25 years behind bars.
The cases continue a string of federal prosecutions involving off-the-books work that Travis Slaughter’s attorney, Richard Komando, characterized as “pervasive” in the building industry. Prosecutors in Orlando, for example, last fall accused a company there of cheating the IRS and insurers of money due from payrolls that totaled $292 million.
The prosecutions can also have implications for ongoing federal efforts to remove immigrants working in this country without legal approval.
A 22-count indictment brought against the Slaughters in 2023 described many of their workers as “citizens of other countries who were living and working in the United States illegally.”
The brothers both pleaded guilty to just two of those counts and the rest of the indictment was dropped Wednesday.
The indictment said the brothers controlled three companies — Great White Construction, Florida Roofing Experts and 5 Star Roofing Services — and supplied only partial information to “professional employer organizations,” or PEOs, the businesses contracted to manage tasks like paying withholding taxes and premiums for workers’ comp insurance.
Insurance premiums depended on the number of people working, and prosecutors argued the roofers only reported a fraction of their payrolls through PEOs, giving them business records that looked clean and had low premium costs while crew leaders paid workers the rest of their wages separately without deducting payroll taxes.
Details in Travis Slaughter's plea agreement said that between 2015 and 2020, Great White paid $8.8 million that wasn't reported to IRS; Florida Roofing paid $12.8 million; and 5 Star paid $1.4 million. Payroll taxes that should have been collected on those checks totaled $4.3 million, the agreement said.
Travis Slaughter “was the driver of this train” who started the scam before his brother, Assistant U.S. Attorney Arnold “Chip” Corsmeier told the judge, but said Tripp Slaughter was actively involved with in later years.
The plea agreements the brothers signed last yar also committed Travis Slaughter to pay just under $10 million in restitution and Tripp Slaughters to pay about $1.2 million.

People have the right to an attorney and to defend themselves using representation in the USA. I guess that's a bad thing.. like how dare someone defend someone else in a court of law or retain someone to defend them. And the county has a good, competent attorney at their service and that's not a good thing either for some reason. What is this nonsense?
"Nuts!" (In the immortal words of the American General Anthony Clement "Nuts" McAullife to the Nazi German General who demanded that the 101st Airborne Divn. surrender at Bastogne in WWII. Refusing to disclose his corporate clients, belatedly adding new government clients not previously disclosed, conflicted lawyer RICHARD CHRISTIAN KOMANDO has no right to be the St. Johns County Attorney.
You also said that you "have a right to know" who he does business with in his private practice. No, he has the right to freedom, privacy, liberty, and confidentiality. You might have right to know what his dealings are in the public sector, but he doesn't have to give you any information that you want about his private business affairs. He has rights. You should know better.
Who is "Pete" and why does he ululate, perseverate and spew errant nonsense? "Why do the heathen rage?" (Psalm 1)
What is the interest of "Pete" in County Attorney hiring?
KOMANDO's corporate client list is needed to perform a proper conflicts check. Now that we know about his representation of roofing company owners on criminal tax fraud charges, there County should inquire of his total client list. Otherwise, he is disqualified by conflicts of interest and appearance of impropriety.
That's not a conflict of interest. That's not related to his public service and him representing someone in the private sector for whatever the reason may be is just what attorneys do. You're trying to suggest that representing someone who committed a certain offensive implies something that it doesn't. You're making bogus accusations and absurd connections.
It's not about interest, which clearly you have more than anyone here. It's about baseless accusations, absurd assertions, and attempting to get people to draw false connections through suggestion. You got proof and evidence for illegal or unethical action? No, you don't.
"Pete" posted last week that he was going to meet me at the monthly meeting of our Anastasia Mosquito Control District of St. Johns County. He never showed up. In the words of William F. Buckley, Jr., "why does baloney reject the grinder." "Pete" won't disclose his name. KOMANDO won't disclose his client list. "KOMANDO" has no right to be considered to be County Attorney without a conflicts check.
Nope. Another bogus claim. I said that would be a waste of time because I'd only ask for proof and evidence for your claims and you still wouldn't give me any. Why would I waste my time coming to see you when I can't get straight answers here?
What was the purpose of "Pete" in stating he would see me at the Mosquito Control District? What is the purpose of "Pete" in posting more than 100 times in defense of RICHARD CHRISTIAN KOMANDO? Who is "Pete?"
I don't recall saying that I'd see you anywhere, much less anywhere that involved "mosquitoes." And I initially just sought proof and evidence for your claims and haven't found any thanks to you. All I've gotten when I asked questions was more accusations and bogus claims.
False. On this blog, sock puppet "Pete" publicly challenged me to meet him at the March 13, 2025 meeting of our Anastasia Mosquito Control District of St. Johns County at 120 EOC Drive. I responded affirmatively. I pointed out that Sheriff's office has a deputy at those meetings for security, "Pete" did not show up. Wonder why? Thankfully, SJC Sheriff's deputies now wear body cameras (honoring my repeated requests). Pete's image would have been a government record if he had attended the AMCD meeting on March 13, 2025. Fun fact: disgraced firmer Sheriff DAVID SHOAR, who legally changed his name from "HOAR" in 1994, adamantly refused to provide body cameras. SHOAR rejected in 2016 debate with his Republican Primary opponent, former Deputy Debbie Maynard the "false narrative" that "cops need to be watched." At an annual SJC TRIM budget meeting the year after SHOAR left office, I asked our County Commissioners about obtaining body cameras. Joining me at the podium, Sheriff Robert Hardwick readily agreed to them. Three cheers!
👆Lie. Copy and paste where I said I'd meet you at any meeting.
I saw where Pete said he's going to the mosquito control meeting to meet Ed Slavin - to get "proof and evidence" from him, and at the end of the comment, he said "Deal?" Even if someone took it down, "Pete" wrote it.
The seeing isn't your problem only comprehension of what you read. I said if he will bring proof and evidence for his bogus claims, which he won't, because he doesn't have any. And of course because of that, there was no deal. Again, seek treatment for your booze abuse so you can comprehend what you read.
Tiresome, repetitive and boring. Who is "Pete?" KOMANDO is a partner in a corporate law firm with the Florida House Speaker-designate. Their firm represent corporations, including the SLAUGHTER BROTHERS. Who is "Pete?"
People of St. Johns County have a Right to Know. It's our County and our country. Corporate lawyers have no "right" to be hired as St. Johns County Attorney. This situation stinks.
Yeah people have relationships with other people in society. Isn't that amazing?
Well guess what? They are hired as St Johns County attorneys. The rights issue isn't even relevant at this point. I think roses stink. If I can convince a handful of people of that regardless of actual proof and evidence does that mean I'm right?
