EXECUTIVE SUMMARY

A growing body of evidence demonstrates that Donald Trump was an active participant in

Jeffrey Epstein’s sexual abuse of young women during the mid-to-late 1990s. The Department of

Justice (DOJ) and Federal Bureau of Investigation (FBI) are doing everything they can to keep the

American people in the dark about it.

From the very first weeks of the Trump Administration, DOJ shut down ongoing criminal

investigations into Epstein’s enablers and co-conspirators, lied about clear evidence of crimes in

its possession, and sought to silence survivors. In July 2025, then-Deputy Attorney General Todd

Blanche and one of his senior deputies, Emil Bove—both former criminal defense lawyers for

Donald Trump—released a memorandum stating that DOJ and FBI had determined that “no further

disclosure” of the Epstein files would be “appropriate or warranted.”

Trump has claimed that the Epstein files “totally exonerate” him, but the evidence, as

detailed in this Staff Report, could not be less exonerating. The historical record shows that Trump

was a close friend and confidant of Epstein. Trump flew on his jet with Epstein’s victims and made

shared references to lusting after young women. The record shows that Epstein and Trump,

working with other predators like Paolo Zampolli and John Casablancas, exploited the thin veneer

of professionalism offered by the 1990s modeling industry to lure victims into their orbit. The

evidence, much of it still hiding behind redactions in DOJ vaults, shows that Trump lied about

kicking Epstein out of his Mar-a-Lago club and strongly suggests that Epstein introduced Trump

to his wife Melania. The evidence demonstrates that Trump has lied about the nature and extent of

his relationship with Epstein dozens of times—incriminating behavior for someone who

supposedly has nothing to hide.

Above all, the actual evidence we have seen—as shared in the accounts and stories of 11

women, each described below—indicates that Trump abused, assaulted, and even raped numerous

women alongside, and in coordination with, the most infamous sex trafficker in history.

These stories are united by time, place, and the distinct factual similarities in how Trump

and Epstein pursued, manipulated, and abused these women. With one exception, these accounts

of sexual assault and conspiracy involve episodes that took place between 1992 and 1997 in New

York City and Palm Beach, at a time when Trump and Epstein were “close friends” and participated

in a shadowy subculture organized around young female modeling. Witnesses speak consistently

of modeling pageants and parties where young women and girls were forced into predatory

situations and routinely taken advantage of, abused, and raped. They give similar accounts of the

competitive and sinister relationship between Epstein and Trump and how it was channeled into

their shared pursuit of young women. Taken together, the evidence provided by the stories of these

11 women, and the documentary evidence that supports and corroborates their stories, indisputably

meets and surpasses FBI’s standard for opening a full investigation: that “activity constituting a

federal crime … may have occurred.”1

2Of the 11 women who tie Donald Trump to Epstein’s sex trafficking operation, five of

them—Beatrice Keul, Stacey Williams, Jill Harth, Katie Johnson, and a Jane Doe—have

directly accused Trump of raping or sexually assaulting them in Epstein’s company or direct

physical presence:

• Beatrice Keul, whose account is comprehensively set forth for the first time in this

report, credibly alleges that Trump violently raped her at a November 1993 pageant

at the Plaza Hotel in New York City and that Epstein, Trump, and others used this

pageant as a “hunting ground” to prey on vulnerable young women and girls;

• Stacey Williams, who offered a detailed and corroborated account of Trump

sexually assaulting her in the early 1990s while she was alone with him and Epstein

in an office at Trump Tower;

• Jill Harth, who has also publicly detailed Trump aggressively pursuing and

violently sexually assaulting her and another woman in 1994 at a Mar-a-Lago party

where Epstein and Trump were the only men present;

• Katie Johnson, who gave FBI a detailed account of her repeated rape at the hands

of Trump and Epstein in 1994 in New York City when she was a minor; and

• A Jane Doe, who offered FBI a graphic account of Trump assaulting her when she

was a minor in the mid-1980s in New York by forcibly pushing her head down to

his exposed penis.

Beyond these direct allegations of physical assault, three survivors speak of

encounters with Trump whose circumstances indicate that he was a participant in Epstein’s

crimes, as shown by how Epstein and his accomplice, Ghislaine Maxwell, tried to make (or

made) these women available for sex.

• Two Epstein survivors—“Jane” and “Kate”—told FBI that either Epstein or

Maxwell seemingly offered them up to Trump for the purposes of sex or indicated

their availability. Jane and Kate were deemed so credible that federal prosecutors

called them to testify as government witnesses—subject to probing cross-

examination—against Ghislaine Maxwell at her criminal trial.

• Another survivor, Maria Farmer, described how Epstein had to actively prevent

Trump from preying on her late at night after Trump confused her with a teenage

girl potentially victimized by Epstein.

Kate’s story is particularly suggestive of Trump’s active involvement in Epstein’s sex

trafficking ring. Her FBI witness interview, released in the Epstein files, details how Ghislaine

Maxwell took her to a party in New York where Maxwell “presented” Kate to Trump.2 Kate, a

2 EFTA00158676.

3young model, remarked that this was the same way Maxwell “introduced [Kate] to Epstein.”3

Another document in the file confirms that Maxwell set Kate up on a date with Trump, and other

sources show Maxwell, Trump, and Kate then traveled together on Trump’s private jet to Florida.

Maxwell’s role of introducing young women to Trump was so well known that a tabloid covered

it in 1997, remarking how Trump was friends with “Robert Maxwell’s daughter Ghislaine, who

has introduced several of her attractive friends to the property developer.”4

Beyond direct victim accounts of rape and assault, three additional women appeared to

have shared a possibly sexual relationship with Epstein and Trump. In one case, Epstein joked

perversely that he sold “a fully depreciated woman” to Trump: the woman in question was a young,

foreign, recent college graduate who dated both men. Other accounts describe Trump’s assault of

a young model, Lauren Petrella, at a party where Epstein was present. And Trump paid for yet

another young model to live at one of his buildings in New York, around the time when she was

flying on Epstein’s jet with Maxwell and Prince Andrew.

These reports do not stand alone, and they are not aberrations. They are remarkably

consistent with the extensive public reports of Trump’s sexual misconduct at the time. Other

women have accused Trump of a range of sexual misconduct at similar modeling events and parties

in New York and Palm Beach—including Trump arranging for pageant contestants as young as 14

to dance for him and his frequent practice of walking into changing rooms while young girls were

in a state of undress. Indeed, Trump has acknowledged this lecherous behavior, boasting he could

“get away with it” because he owned the pageants in question. In 2005, in the now notorious Access

Hollywood recording, Trump bragged that “when you’re a star, [beautiful women] let you do it.

You can do anything. Grab ‘em by the pussy. You can do anything.”5 When asked about this video

in a civil deposition, Trump defended this statement, stating that he was one such “star.”6

In total, more than 25 different women—some connected to Epstein and many not—have

independently accused Donald Trump of rape, sexual assault, or other sexual misconduct.

7 His

ex-wife Ivana Trump stated in a sworn deposition during their divorce proceedings that Trump had

physically and sexually assaulted her in 1989, pulling out clumps of her hair and raping her after

an argument.8 As part of E. Jean Carroll’s civil cases against Trump, a federal jury unanimously

found that Trump forcibly penetrated Carroll after cornering her in a department store changing

room in 1996 in New York.9 The sheer number of these reports and these demonstrated crimes

4suggest that most, if not all, of these dozens of women are telling the truth. Even Vice President

JD Vance repeatedly stated in 2016 that he believed Donald Trump had committed sexual assault

and that he credited the accounts of Trump’s accusers over Trump’s self-serving denials.10

In the face of this wave of evidence, the only recourse for the President has been to spread

lies and obfuscation. In July 2019, after Epstein was arrested on charges of conspiracy to traffic

minors, Donald Trump claimed that he knew Epstein “just like everybody in Palm Beach knew

him” and insisted that he “had no idea” about Epstein’s crimes.11

This evasion and this denial are contradicted by almost all of the available evidence,

including Trump and Epstein’s own words and the documents contained in the Epstein files.

Epstein bragged he was Trump’s “closest friend for 10 years.”12 In 2002, Trump said of Epstein:

“I’ve known Jeff for 15 years. Terrific guy. He’s a lot of fun to be with. It is even said that he likes

beautiful women as much as I do, and many of them are on the younger side.”13 Since these

statements, and the world’s discovery of Epstein’s crimes, Trump has unleashed a string of easily

refutable lies about their relationship. He has falsely claimed that he never rode on Epstein’s private

jet (he did, repeatedly), that he kicked Epstein out of his Mar-a-Lago Club (he did not), and that

he did not write Epstein a lewd birthday note (he most certainly did, as the whole world can see).

This Staff Report, relying on redacted passages in the Epstein files and new, never-before-released

whistleblower testimony, further reveals the full scope and brazenness of Trump’s lies.

Despite the specific and credible allegations made against Trump and a decades-long

pattern of predatory practices, DOJ keeps repeating the absurd claim it first advanced last summer:

that DOJ and FBI lack any evidence to investigate or prosecute any of Epstein’s enablers,

accomplices, or co-conspirators. While many individuals benefit from this continued cover-up and

refusal to undertake investigative activity, DOJ and FBI’s abject dereliction of duty appears aimed

at protecting one individual in particular: the Attorney General’s previous client and now direct

boss, President Donald Trump.

As revealed by this Staff Report, documents in the Epstein files show that then-Deputy

Attorney General Todd Blanche likely knew about certain survivors’ claims against the President

when he traveled to Tallahassee, Florida, to interview Epstein co-conspirator Maxwell in federal

prison. The transcript of that meeting shows that on at least three separate occasions, Blanche

directed Maxwell not to discuss one individual, Jane, whose report to FBI implicated Donald

Trump in Epstein’s sex trafficking ring, but whose claims were not yet known to the public. In

5other words, Attorney General Blanche may have engaged in criminal obstruction of justice while

acting on a mission to protect Trump.14

This pattern of obstruction is, of course, not limited to the Maxwell interview and her

subsequent favorable treatment in a minimum-security camp. The public has rightfully questioned

why DOJ has engaged in such a puzzling mix of denials, dubious assertions, and secrecy with

respect to the Epstein files, particularly after so many Administration officials promised to release

the files during the campaign. The explosive Trump-Epstein connection helps provide an answer

to these perplexing questions:

• Why, after publicly and vehemently demanding for years release of the Epstein files

and then promising to release them, would Donald Trump and his handpicked

lawyers refuse to release them and actively work to thwart their disclosure?

• Why were senior prosecutors working on the Epstein case in the Southern District

of New York ordered to send their investigative files to DOJ headquarters in

Washington, D.C., in January 2025?

• Why did DOJ and FBI then abruptly close the case in July 2025 and declare, without

offering any explanation or supporting details, that DOJ and FBI “did not uncover

evidence that could predicate an investigation against uncharged third parties”

despite having the names of over 20 alleged co-conspirators from nearly 50

survivors?15

• If the investigation was closed, why did then-Deputy Attorney General (and former

Trump personal attorney) Blanche suddenly fly to Florida and interview Maxwell

in prison, immediately after she was called to testify before the House Committee

on Oversight and Government Reform? What information was he seeking to find—

or suppress—that would spur him to make such an abrupt, extraordinary, and

unprecedented trip?

• Why was Maxwell transferred to a minimum-security camp after the interview and

showered with deluxe treatment, all in apparent violation of the Bureau of Prisons’

policy preventing sex offenders from being sent to that institution?16

• Why did DOJ’s obstruction continue even after Congress passed the Epstein Files

Transparency Act (EFTA)? Why were Trump and his lawyers so determined to

6cover up the contents in their possession that they refused to release a huge portion

of the documents and heavily redacted the ones that were released even after

Congress had passed EFTA?

• Why do journalists, survivors, and members of the public keep identifying

additional records that DOJ—under Attorney General Blanche’s direction—has

unlawfully redacted or withheld?

These questions have a straightforward answer: the Trump Administration took these

actions because Donald Trump is personally implicated in Epstein’s sex trafficking operation. And

these questions lead inescapably to this one: are Attorney General Blanche and DOJ deliberately

covering up further evidence that directly implicates Trump in Epstein’s crimes of sex trafficking

and abuse of female minors?

It appears that they are. Instead of pursuing justice for Epstein’s survivors, former Attorney

General Pam Bondi and Attorney General Blanche have been running DOJ like a private legal

defense firm for their former client. Determined to protect the President at any cost, DOJ itself

now leads the cover-up of Epstein’s sex trafficking operation. Todd Blanche has gone from being

Donald Trump’s personal attorney to his personal Attorney General.

A cover-up for one has now become a cover-up for all. By shutting down the Epstein

investigation and insisting there is no evidence to predicate any further investigation, DOJ has

given a pass to likely co-conspirators like Paolo Zampolli, Leon Black, Jes Staley, Les Wexner,

Leon Botstein, Lesley Groff, and Larry Visoki, among many others, because investigating these

men would be to acknowledge that other participants may still be at large and subject to arrest,

prosecution, and punishment for their crimes. DOJ will “support” the survivors only insofar as

they do not produce a single inconvenient truth about the men and women who actually abused

them. This refusal to investigate even the most damning facts in the Epstein files has been a critical

component of DOJ’s lawless mission to protect the President. In this case, the collateral damage is

catastrophic.

House Judiciary Committee Democrats stand on the side of the rule of law and for the

transparency necessary for criminal accountability to occur. The stakes of the Epstein-Maxwell

conspiracy are monumental. Human trafficking, child abuse, and rape are among the most serious

offenses that our law recognizes. Government complicity in a cover-up to protect traffickers and

rapists is criminal obstruction of justice and an intolerable offense against a free society. Moreover,

a President implicated in a sex trafficking operation is a President exposed, constantly vulnerable

to blackmail by foreign governments and domestic criminals. The full extent of the President of

the United States’ involvement with a criminal sex trafficking ring is, inescapably, of the utmost

concern to Congress and the American people.

7THE BACKDROP: SEXUAL EXPLOITATION IN THE GOTHAM CITY

OF DONALD TRUMP, JEFFREY EPSTEIN, AND PAOLO ZAMPOLLI

Before turning to the specific accounts of women and survivors linking Donald Trump and

Jeffrey Epstein, it is important to understand both men’s relationship with the New York of the

1990s, where powerful men—like Trump and Epstein—recruited, manipulated, and abused young

women in the fashion and modeling industries. By and large, the Epstein survivors’ accounts center

on the time period between 1992 and 1997 in New York City and, to a more limited extent, Palm

Beach. A close review of this time period also directly implicates other men in this sex trafficking

conspiracy, foremost among them Paolo Zampolli—until recently, a senior Trump Administration

official and diplomat.

It is well known today that Jeffrey Epstein used the fashion and modeling industries as a

pipeline to recruit, traffic and exploit young women and girls. One foreign model recruited by

Epstein from overseas told reporters: “He said he’d make my dream come true, but he turned it

into a f**king nightmare.”17 A series of interlocking relationships among prominent men who

owned modeling agencies, including Donald Trump, John Casablancas, Jean Luc-Brunel, and

Trump fixer Paolo Zampolli, bolstered and cemented Epstein’s sinister criminal design, becoming

a “f**king nightmare” for all the girls entrapped in it.

In the late 1980s and early 1990s, certain unregulated “talent agencies,” empowered by the

absence of any labor protections and driven by extreme power imbalances based on gender, wealth,

age, and class, turned the New York modeling industry into a system of organized sexual assault,

exploitation, and human trafficking. Hundreds or perhaps thousands of girls, some as young as 14,

were caught up in the tentacles of this criminal network. As Carrie Goldberg, a Brooklyn lawyer

who represents victims of child sex abuse, observed, the problem for young models during this

time was “they weren’t seen as children, but legally they are, and they were.”18 This predatory

culture—like other institutionalized systems of sexual assault in churches, schools, and

universities—depended on silence. As one former model stated, “there are repercussions for

speaking out. I look back at my career, and it’s so sad, but I was a child who said, ‘No, don’t rape

me anymore,’” and because of that “I didn’t work. I was taken out of the game.”19 Another model

who spoke out referenced the hopelessness of fighting back. “In reality, I had no chance against

these powerful men that were 20 years older than me, plotting against me.”20

Both of the models quoted above worked for Elite Model Management (“Elite”), a

company owned by John Casablancas, Jeffrey Epstein’s close associate and a longtime business

8partner and friend of Donald Trump. Tragically, their allegations were not isolated. Over a dozen

Elite models have accused Casablancas and his business partner, Elite President Gérald Marie, of

raping them, and the two men were known to compete over having sex with young models.

21

Casablancas also directly provided the models to Epstein. According to one lawsuit, in 1990,

Casablancas sent a teenage model for her first “casting call” at a residential address on New York’s

Upper East Side. The address was Epstein’s, and he sexually assaulted her.22

The next year, in 1991, real estate mogul and businessman Donald Trump began hosting

Elite’s “Look of the Year” competition for young models between the ages of 14 and 19.23 Trump’s

involvement in the “Look of the Year” pageant has long provoked skeptical questions. As The

Guardian put it, “Why would a man in his 40s, whose main business was real-estate development,

want to host a beauty contest for teenage girls?”24 Donald Trump’s business partner, John

Casablancas, who was in his 50s at the time, was quite open about his own reasons: he expressed

a “personal preference for girls of only just legal age—‘child women.’” Casablancas had a public

“affair” with a 15-year-old model in the 1980s and met his third wife, Brazilian model Aline

Wermelinger, at the 1992 “Look of the Year” contest hosted by Donald Trump, when Aline was

just 16.25

The “Look of the Year” pageants were plagued by accusations of sexual exploitation.

Contestants as young as 14 recalled being forced to dance for Trump, Casablancas, and other men

on a yacht. One model recalled that “Every time we changed, it was like Trump would find a reason

to come backstage.”26 Another model recalled Trump entering the dressing rooms: “He’d come by

and say, ‘Hey girls, are we ready?’”27 The “Look of the Year” contest led to multiple accusations

of sexual assault and rape against Casablancas and other pageant judges, including the magician

David Copperfield.

competition that year was 14 years old. (Right) Trump and John Casablancas at the “Look of the Year”

As documented by interviews conducted by the House Judiciary Committee, Epstein would

attend pageants, parties, and other events that Casablancas and Trump would host, including at

Mar-a-Lago, to prey on young women. Ron Rice, the founder of another beauty pageant, told

reporters that “he would send models and pageant contestants to Mar-a-Lago for parties at” the

request of both Trump and Casablancas. The first-hand accounts of these parties are chilling.

Former teen model Tina Davis said in an interview that in 1994, when she was 14 years old, her

booker instructed her to “dress sexy” and attend a Mar-a-Lago party, where young, underage girls

were plied with alcohol. At that party, Marla Maples, then married to Donald Trump, cornered

Davis’s mother and reportedly told her: “Whatever you do, do not let her around any of these men,

and especially my husband.”28

Other reports of young models around Trump and Casablancas justify Marla Maples’s

concerns. Several years after that incident, in 1996, a young woman named Lisa Boyne attended a

dinner with Trump, Casablancas, and six models on the Lower East Side. During the dinner, Boyne

alleges that Trump and Casablancas made the women dance on the table, peeked under their skirts,

and described their underwear. Boyne stated that both Trump and Casablancas refused to leave

their seats at the end of the table, meaning the women were forced to climb over them or the table,

in their skirts, to leave.29

10Donald Trump also pursued modeling ventures of his own. In 1993, he hosted the American

Dream Calendar Girls competition (also called the “Donald J. Trump American Dream Pageant”)

at his casino in Atlantic City and his Plaza Hotel in New York. He later bought the Miss Universe

Pageant and then founded Trump Model Management (TMM), poaching numerous staff from

Casablancas’s agency. In some industry experts’ view, this represented an attempt to gain access

to a steady stream of women without the middlemen of model agents. One explained, “If you have

your own agency and you’re the owner, you can tell your bookers to make a party.”30 Three former

Trump models, all noncitizens of the U.S., told reporters in 2016 that TMM profited by using

foreign models who came to the country on tourist visas that did not allow them to work here.”31

Multiple models who worked for TMM described it as akin to “modern-day slavery.”32 Epstein

later told a journalist how Trump used to offer other men the opportunity to “have a great time”

with the models in his contests.33 Jeffrey Epstein evidently appreciated Donald Trump’s business

model. When, years later, Jeffrey Epstein helped finance and set up the modeling agency MC2

Model Management, he explicitly remarked that he wanted it run and organized just like Donald

Trump’s modeling agency.34

Another key player in this world with close ties to Trump, Casablancas, and Epstein was

Paolo Zampolli. An Italian-born modeling agent who until recently served as Trump’s Special

Envoy for Global Partnerships, Zampolli remains a close friend of the President and First Lady

Melania Trump. In the 1990s, Zampolli worked as a modeling talent scout and eventually founded

his own firm, ID Model Management. Zampolli has long claimed credit for hiring a young

Slovenian model named Melania Knauss and sponsoring her immigration to the United States,

arranging for her to receive an H-1B visa and setting her up in a New York apartment in 1996.

35

Both Trump and Knauss attended a party he hosted in 1998. This has become the basis for Zampolli

saying he introduced Donald and Melania Trump. In 2004, Zampolli and Epstein briefly became

business partners in a failed bid to buy the New York branch of Elite from Casablancas.

36 After

that failed bid, Zampolli moved into the real estate business and spent time working for The Trump

Organization.37

11Summaries of witness interviews kept by FBI investigators, known as FD-302s, suggest

that Zampolli helped Epstein prey on models working for him—and likely preyed on those same

models himself. An FD-302 of an interview with Epstein’s former assistant (“Epstein Assistant 1”)

provides significant background on Zampolli’s relationship to this world and on Zampolli and

Epstein’s relationship to Donald Trump. Epstein Assistant 1 would have had access to significant

inside information about Epstein’s world: she was a young Polish model who served as Epstein’s

close associate for several years, recruited other women to give him nude massages, was reportedly

abused by him, visited him in prison over 50 times, and was named as an Epstein co-conspirator

in the 2007 indictment that was never filed.38

In her FD-302, Epstein Assistant 1 noted that when she first moved to the United States at

age 19, she was introduced to Zampolli, who became her agent. Zampolli arranged for Epstein

Assistant 1 to live at a model house on Varick Street in New York with 10 other women because

“she did not have the funds to pay for her own apartment.”39 It was during this time that Epstein

discovered her. Epstein visited Zampolli at his modeling agency “when there were casting

auditions for models” and Epstein would look “through portfolios and saw photograph of [girls]

wearing only swim bottom.” In a portion covered by redactions, she also states that she had an

affair with “the agent” who promoted her, meaning Zampolli.40

It is unclear why DOJ would redact information indicating that Paolo Zampolli, then a

senior Trump official, preyed on a barely-of-age model before he trafficked her to Epstein. Notably,

Zampolli, when questioned about this connection and perhaps recognizing that any relationship

with an Epstein confidante would prove problematic, gave multiple contradictory answers in a

single breath about his association with Epstein Assistant 1, stating: “I remember that girl, I don’t

even remember. She was one of them. If you say so, you know, we have so many models. People

12ask me this name, sometimes models go with a different name. You know, an owner of an agency

does not need to know every single model of his agency.”41 Zampolli’s blustering statement of not

remembering, but also barely remembering, a young model he recruited, had an affair with, and

trafficked to Epstein is most revealing.

Epstein Assistant 1 also credibly contradicted Zampolli’s claim that he was responsible for

introducing Donald Trump to Melania. The FD-302 states unequivocally, “Epstein introduced

Melania Trump to Donald Trump.”42 Melania, of course, like Epstein Assistant 1, also lived in

a Zampolli-arranged house on Varick Street when she first came to the United States in the late

1990s. Zampolli’s former partner of 19 years, the Brazilian model Amanda Ungaro, likewise

challenged Zampolli’s account. Ungaro has asserted Zampolli was never “the one introducing [sic]

Melania to Trump. It was Jeffrey Epstein… . That’s how she met Donald Trump.”43 In other words,

two women who had a sexual relationship with Zampolli around the time of the introduction both

claim, definitively, that Epstein introduced Melania to Trump. Melania Trump has denied these

44

accounts.

13Zampolli appeared in many ways to be an active participant in Epstein’s sex trafficking

operation, bringing models into the United States for Epstein to recruit and abuse. Yet another FD-

302, submitted by a different woman, relates how an 18-year-old model came to New York and

worked for Zampolli. Like Melania and Epstein Associate 1, Zampolli arranged for her to receive

a visa and put her up on Varick Street. Around this time, she was recruited to give a massage at

Epstein’s house, where Epstein raped her. Traumatized, she left New York shortly thereafter.45

The available evidence indicates Zampolli, Epstein, and Casablancas all worked to further

a diffuse but interconnected sex trafficking operation. As set forth below, this sex trafficking

operation directly implicates Donald Trump.

Casablancas died in 2013. Donald and Melania Trump have kept Zampolli close.

Throughout Trump’s first term, Zampolli and Ungaro repeatedly socialized with Donald and

Melania. In the final months of that term, at Melania’s urging, Trump appointed Zampolli to the

board of the John F. Kennedy Center for the Performing Arts. In his second term, Trump appointed

Zampolli to be the Global Envoy for Strategic Partnerships, a position he served in until he was

fired recently.

46 He was also recently credibly accused of sexual assault by a young Republican

model, who claims Zampolli drugged and raped her in 2023. Her complaint explains that from “his

early career in the modeling industry to his current role as a U.S. Special Envoy,” Zampolli “has

leveraged his access to young models to cultivate and maintain relationships within high-profile

networks.” Her complaint also notes that Zampolli is “a fixture within President Trump’s social

and political circle.”47

15WITNESS ACCOUNTS: ELEVEN WOMEN WHO LINK DONALD TRUMP

TO JEFFREY EPSTEIN

There is reason to believe that this Administration’s cover-up of the Epstein files is driven,

at least in part, by a desire to prevent Donald Trump’s own misconduct from ever coming to light.

Donald Trump has been accused by at least eight women of engaging in assault or other

improper behavior in connection with Jeffrey Epstein. Epstein and Trump also each had a

sexual relationship with at least three other young women, at the time when Epstein’s criminal

activity was at its height. Together, these accounts reveal a darkly competitive relationship between

the two men centered on taking advantage of women, especially aspiring models eager to break

into the realm of New York fashion.

BEATRICE KEUL – 24 YEARS OLD

In November 1993, Beatrice Keul, a young Swiss model and financial services

professional, was recruited by a woman named Jill Harth to attend the Donald J. Trump American

Dream Pageant for 16- to 22-year-olds in Atlantic City and New York.48 According to an interview

with Committee Staff,49 at a press luncheon at the event in then-Trump-owned Plaza Hotel, Donald

Trump approached Keul and introduced himself, saying “Finally we meet Ms. Keul,”

mispronouncing her last name as “cool.” During their at least 15-minute introductory conversation,

Trump promised Keul that he would arrange a visa for her, stating that “Paolo”—a reference to

Paolo Zampolli—would “take care of that.” Trump further stated that he personally would ensure

her acceptance into New York University (NYU). And he repeatedly offered to take care of her

and arrange her travel, insisting either “I will take care of you” or, when she said she could handle

her own visa, “No no, my friend Paolo will take care of that.”

According to Keul, after Trump stepped away from their conversation, Epstein

immediately approached her saying “I’m Jeffrey, Don’s best friend.” Epstein then spent at least 10

minutes talking to Keul, all the time looking over and grinning at Trump, who had remained in the

room and was watching their conversation from afar. Epstein also made similar promises as Trump

and asked Keul to attend a party at Mar-a-Lago in the coming months, saying, “You know I can

take care of you. We organize many parties with Don.” Epstein, like Trump, stated that all of her

needs would be met: “Flights, accommodations, you don’t have to worry about anything.”

48 Some contestants were older than 22.

49 Keul has publicly given statements regarding this episode but has not revealed the additional details of her assault

contained within this report until now, instead previously choosing to state that she had talked “Trump down” when

he attempted to rape her. This section relies solely on extensive discussions between Committee Staff and Keul over

a period of several weeks.

16Images: (Left) Beatrice Keul and Donald Trump at Plaza Hotel During American Dream World Finals in

1993. (Right) Keul, second row, third from left. Provided by Beatrice Keul.

Later that day, Donald Trump’s representative invited Keul to go upstairs at the Plaza Hotel

to meet with Trump. Believing this meeting to be a lucky break for the purpose of furthering her

career and education, Keul accompanied Trump’s representative upstairs. He ushered her into the

suite, where upon entering, Trump reportedly grabbed Keul from behind and forcibly raped her;

in the process, tearing her dress and causing bleeding and bruising on multiple parts of her body.

Keul described the rape as “brutal.” Following the assault, according to Keul’s report, Trump sat

her on the edge of the bed, repeated his promises to arrange for a visa and NYU admission, and

made her promise she would keep quiet, saying, “[T]he show must go on.”

Keul reports that she finished the pageant in a terrified “daze” as her passport had been

taken from her on her arrival. She did not ask for her passport to be returned before the contest

was over, lest she indicate to Trump that something was wrong. During the pageant, she was also

summoned, along with four other models, to a private audition with John Casablancas, who made

her walk for him and made similar promises about taking care of her. She returned to Switzerland,

declining to participate in an additional Trump-sponsored pageant in Hawaii several weeks later.

Several months after the assault, Trump called Keul in Switzerland and reiterated his offer to set

her up with a visa and admission to NYU. She declined.

Several aspects of Keul’s experience at the Donald J. Trump American Dream Pageant

stand out and reinforce the credibility of her claims.

First, multiple witnesses, including Keul, have explained that she was not the only young

woman Trump was interested in that evening. At the same pageant, Keul met an 18-year-old Czech

contestant named Terezie who was staying with Ivana Trump and had grown up in the same village

17as Ivana. Terezie informed Keul that Terezie would win the pageant due to her closeness with

Donald Trump and stated that she intended to marry him. Similarly, in 1997, Jill Harth, the

organizer of the contest, claimed in a sexual assault lawsuit against Trump that on or around

November 20, 1993, Trump demanded she provide him “with access to a 17-year-old [sic]

contestant from Czechoslovakia, who was a contestant in the ‘Calendar Girl’ competition, whom

Trump referred to as a ‘sex object.’”50 This description of a young Czech model largely matches

Keul’s description of Terezie, who was brought to New York for the “Calendar Girl” competition,

the last day of which was November 20, 1993. Furthermore, Harth’s complaint detailed how Trump

called “several” models for four years after the Calendar Girl competition to offer them “positions

and/or career advancement help in return for sexual favors,” much the same way he repeated his

offer of a visa and NYU admission to Keul months after the competition.51

Second, the tactic of promising an NYU education to lure victims was remarkably similar

to Epstein’s own well-practiced modus operandi. Numerous women have come forward to the

House Judiciary Committee to explain how Epstein used the promise of an NYU education to lure

in and then control his victims.52 Keul would have had little way of knowing this when she reported

Trump’s similarly manipulative promise to arrange for an NYU placement to the media in October

2024—months before any public report of the connection between NYU and Epstein survivors

had surfaced.

53 Similarly, the follow-up call to Keul in Switzerland itself matched Epstein’s usual

practice. Epstein’s assistant from the 1990s also reported that Epstein routinely called foreign

models to invite them to the United States, stating “that on dozens of occasions in the mid-1990s,

the financier instructed her to call a pageant winner from somewhere in the world and invite her

to visit him in Florida.”54 Trump and Epstein seemed to share the same playbook for recruiting

and abusing women, all the way down to the university they promised admission to and the timing

of their follow-up phone calls.

Third and finally, the presence of John Casablancas and Epstein at the pageant match other

accounts of Donald Trump’s activities in and around the modeling world during this time and

indicate that the purpose of the event was not actually to further any woman’s modeling career, but

to find beautiful and vulnerable young victims. Indeed, Donald Trump’s statement that Paolo

Zampolli would provide Keul with a visa and Trump would arrange acceptance to NYU conforms

18to the standard practice in which Zampolli routinely provided these types of favors for other

models, including Donald Trump’s eventual wife. Furthermore, John Casablancas’s private

audience with Keul and other models not only indicates his and Trump’s shared recruitment of

women but the danger of these pageants, where serial sexual abusers like Trump, Epstein, and

Casablancas lurked behind every corner.

STACEY WILLIAMS – ~25 YEARS OLD

A Sports Illustrated swimsuit model, Williams dated Epstein in the early 1990s after

meeting him at a Christmas party Donald Trump hosted in 1992 at the Plaza Hotel.

55 During a visit

to Trump Tower the following year, she reportedly accompanied Epstein to Trump’s office, where

Trump groped her. In her words, “his hands were all over me. They were on my breasts, they were

on my butt, they were on, you know, my hips, up and down.”56 Williams said that Epstein and

Trump continued talking while Trump’s hands were on her, “smiling and grinning.”57

Once they left Trump’s office, according to Williams, Epstein berated her for letting Trump

touch her.58 CNN interviewed three women who confirmed that Williams informed them about the

incident with Trump and Epstein in 2006, in 2015, and in 2018, respectively.59 Williams later said

about the incident and the Epstein-Trump friendship, “I just think it was trophy hunting … I think

Jeffrey liked that he had this Sports Illustrated model who had this name, and that Trump was

pursuing me.”60 As in the case of Keul, Donald Trump reached out to his victim after the assault.

Several months later, Donald Trump sent Williams a postcard of Palm Beach that highlighted the

Mar-a-Lago Club in the foreground: “Stacey, your home away from home. Love, Donald.”61

JILL HARTH – 31 YEARS OLD

Jill Harth recruited young models to join Donald Trump’s “Calendar Girl” competitions

where he hunted for young women; she also was one of the first women to accuse him of sexual

assault.

In 1997, Harth filed a lawsuit against Donald Trump claiming that, in 1993, Trump had

hosted a party where he allegedly “forcefully removed” Harth from the “public areas of Mar-a-

Lago and forced [her] into a bedroom belonging to defendant’s daughter Ivanka, wherein [Trump]

forcibly kissed, fondled, and restrained [Harth] from leaving, against [Harth’s] will and despite her

protests.”62 Harth’s former spouse later told the New York Times that, despite there being numerous

models at the party, Trump and Epstein appeared to be the only two men in attendance.63 Harth

settled the lawsuit as a condition of Donald Trump settling and agreeing to a financial payment in

relation to a separate, unrelated lawsuit brought by Harth’s spouse.64

Harth also reported several other instances of Donald Trump assaulting or seeking sexual

access to other women. In addition to the incident with a Czech model described above, Harth also

detailed Trump’s sexual assault of a young model, Lauren Petrella, the same evening that Trump

assaulted Harth in 1993. According to Harth, Donald Trump snuck uninvited into Petrella’s

Epstein looking for “juicy info” on Epstein and Trump’s years as close friends, Epstein responded

with contact information for Petrella, saying he she was in a “photso [sic] of donald and girls in

bikinis in my kitchen.”66

JANE DOE 1 (A.K.A. JANE) – 14 YEARS OLD

DOJ documents released pursuant to EFTA include an allegation that in 1994 at Mar-a-

Lago, Jeffrey Epstein “introduced [a victim] to Trump saying ‘This is a good one, huh’ and Trump

responded ‘Yes.’”67 The victim was 14 years old at this time. As made apparent when viewed in

the version made available to Members of Congress, but not to the public, Jane Doe 1 was viewed

as a credible witness by DOJ investigators and prosecutors, and she was one of four women to

testify against Ghislaine Maxwell during her criminal trial under the pseudonym “Jane.”68 Jane’s

testimony was devastating for Maxwell’s defense. She described, in detail, abuse and sex acts that

This slide deck of “Prominent Names” in the Epstein investigation, was created by DOJ

and FBI personnel in the weeks leading up to Todd Blanche’s interview of Maxwell and seemingly

initiated in “Response to 07/10/2025 Director’s call.”70 The slide deck includes a reference to

Jane’s account of Trump and Epstein’s conversation. Yet, strikingly, when then-Deputy Attorney

General Blanche interviewed Maxwell, ostensibly to “pursue justice wherever the facts may lead”

in the Jeffrey Epstein case, he did not ask any questions at all about Jane’s allegations.71 In fact,

when on several different occasions, Maxwell proactively referenced Jane, he quickly redirected

Maxwell away from any further discussion of “Jane” or her claims.

different versions. However, this email traffic, which references instructions from the “Director,” makes clear that

these agents were tasked with compiling claims regarding Epstein and prominent individuals by the highest levels of

the Bureau in the days before Blanche’s interview. Indeed, multiple such directives occurred. Yet another email sent

May 21, 2025, sought material for another PowerPoint presentation at the request of the “DD”—likely meaning

Deputy Director Dan Bongino. Id. Further, the attempts to gather this information hit their peak on the evening of

July 23 and morning of July 24—the morning Blanche began interviewing Maxwell. EFTA01648955.

22In one instance, Maxwell volunteered to Attorney General Blanche: “I believe you’re

talking about Jane,” to which he responded “yeah”—indicating he was aware of her allegations.

However, as soon as Maxwell began to “address that,” meaning Jane’s claims, Attorney General

Blanche cut her off and instructed her not to share specifics. At various points during the interview,

Attorney General Blanche interrupted Maxwell and instructed her not to discuss Jane’s claims, for

instance, saying “yeah, yeah, I don’t want to get into … he said, she said.” Maxwell responded

“Absolutely, not. I’m not—I don’t want to go there either” and even more explicitly, “I’m not

going to do that.” At another point, Maxwell again raises Jane on her own and Attorney General

Blanche abruptly cuts in saying, pointedly, “Let’s not talk about individuals.”72 The whole point

of the conversation was not to uncover information but to create a conspiracy of silence and

strategically deter Ghislaine Maxwell from sharing information that was not public at the time

regarding the relationship between Trump and Epstein.

23Attorney General Blanche’s actions, while perhaps not surprising given his former role as

Donald Trump’s defense attorney, potentially constituted witness tampering and obstruction of an

official proceeding—serious felonies. At the time of this interview, the House Oversight

Committee had scheduled an interview with Maxwell for August 11—less than two weeks later.

Blanche’s apparent instructions not to discuss a specific Epstein victim, and how that victim could

implicate Donald Trump, could easily run afoul of 18 U.S.C. § 1512, which forbids hindering or

delaying the communication of information relating to the potential commission of a federal

offense to a law enforcement officer, as well as corruptly influencing the testimony of any person

in an official proceeding—such as a congressional interview and investigation.

74 Similarly, 18

U.S.C. 1505 forbids corruptly influencing, obstructing, or impeding any pending proceeding

before Congress—a crime which would almost certainly encompass indicating to a witness that

they should not provide Congress with specific information that could implicate the President of

the United States.75

JANE DOE 2 (A.K.A. KATIE JOHNSON) – 13 YEARS OLD

In April 2016, a woman identified by the pseudonym “Katie Johnson” filed a lawsuit

accusing Donald Trump of raping and sexually abusing her on multiple occasions in 1994, when

she was 13, at a Jeffrey Epstein party in New York.76 She reported that, as a minor, she “was asked

to strip down to her underwear and give a massage to Epstein” and “massage the penis of Epstein’s

guest, Trump, with her hands.”77 She also reported that Epstein and Trump argued over who would

take her virginity, and Epstein became angry and violently raped her when he learned that Donald

Trump had done so.78 As shown by official FBI interview notes, Johnson, through her attorney,

reported these alleged crimes in detail to FBI.

Notably, the FBI case agent responsible for this interview ran an internal FBI search that

indicated Trump and Epstein were linked by a common investigative case. According to this agent,

a search for Trump and Epstein regarding “exploitation of minors” produced a specific case

number that is one of several associated with Epstein’s 2007 criminal federal investigation.79

Sources within the Trump Administration confirm that a number of documents linked to this case

number have been withheld from Congress and the public.80

Two facts reinforce the credibility of Johnson’s claims. First, at the time of Johnson’s

statements to FBI, Jeffrey Epstein was not yet the infamous public figure he was to become. Thus,

if Johnson had fabricated the incident in an attempt to embarrass Donald Trump politically—as

President Trump’s campaign claimed—it is unclear why she would have made Epstein the primary

and slightly more violent perpetrator in her account. Second, Johnson’s extensive account of how

she was forced to give sexualized massages to Epstein matches accounts given by other survivors,

including many that only became public information much later.

MARIA FARMER – 25 YEARS OLD

Maria Farmer and her sister Annie Farmer were abused by Jeffrey Epstein in the 1990s.81

Maria Farmer, Epstein’s former assistant, recounted an incident in which she went to meet Epstein

at his New York office. There was no light on in the offices when she arrived, and while she was

Donald Trump would have been associated with this case number: only one other document besides this one has

been produced by DOJ or FBI linked to the 31E-HQ-C1461253 case identification.

25waiting for Epstein, a tall, imposing man in a business suit—Donald Trump—came into the room

and approached her while she was seated against a wall. According to Farmer, Trump “stood over”

her in a very imposing way, smirking at her like he was “in on some secret.” Epstein then emerged

from his office, laughing and saying “No, no. She’s not here for you.”82 Epstein escorted Trump to

another room, leading Farmer to suspect there was another girl in that office who was potentially

there for a sexual purpose (causing Donald Trump to confuse her for that girl). As the two men left

the room where Trump had ogled her, Farmer overheard Trump comment, “oh I thought she was

16,” although she was in her 20s at the time.

83 Said Farmer: it “felt very predatory.” Farmer’s sister

was 15 at the time.

Image: Annie Farmer holding a photo of herself and her sister Maria Farmer, both of whom were abused

by Epstein.

Epstein later told Farmer that he had “inherited” Donald Trump in his divorce from Ivana,

saying it was well-known amongst the staff that they were best friends.

84 Trump would often

appear at Epstein’s office during this time. Farmer’s accusation led Donald Trump’s

communications director to falsely claim that Trump was never in Epstein’s office—a statement

definitively contradicted by the recollection of numerous individuals associated with Epstein.85

Donald Trump in both instances.

86 Her reports to FBI appear to be unlawfully omitted from the

files released by DOJ pursuant to EFTA. This is a recurring issue: independent researchers have

identified missing FD-302s that are mentioned in evidence and discovery logs for Maxwell’s trial

but have not been produced to the public. For instance, CBS News determined that over 70% of

the roughly 5,000 documents listed in one such index, including FD-302s, could not be located

through searches of the released archive.

87

JANE DOE 3 (A.K.A “KATE”) – ~20 YEARS OLD

DOJ documents released pursuant to EFTA indicate that a young woman was a victim of

Jeffrey Epstein and Ghislaine Maxwell’s crimes and was repeatedly introduced to older men by

Maxwell. As made apparent by other documents, Jane Doe 3 was, like Jane Doe 1, viewed as a

credible witness by DOJ investigators and prosecutors. She was one of four women to testify

against Ghislaine Maxwell during her criminal trial under the pseudonym “Kate.”

While her official FBI interview form is heavily redacted by DOJ, it shows that Kate was

introduced by Maxwell to Donald Trump with the clear understanding that she was available for

sex.88 The FBI’s notes state “Maxwell took [Kate] to a party in New York.” Maxwell “seemed very

excited that there would be a lot of great men for [Kate] to meet” including Donald Trump.

Maxwell allegedly “presented [Kate] to Trump and they had a conversation for approximately 20

minutes” before she “was invited to Mar-a-Lago where she was given a tour by Trump with Epstein

and Maxwell present.” Although Kate does not explicitly claim any misconduct by Trump,

Maxwell repeatedly made clear that Kate was available to Donald Trump, saying “things like, ‘Oh

I think he likes you. Aren’t you lucky. This is great.’” Kate stated that this was just like how

Maxwell “introduced [Kate] to Epstein.” Kate has consistently held that Maxwell appeared to be

attempting to traffic her to Trump in the same way she was trafficked to Epstein. In 2025, she

stated Maxwell “did introduce me to [Trump] and she introduced me to him with a clear message

of my being with him in the same way that she had trafficked me and brought me to Jeffrey

Epstein.”

Other documents in the Epstein files further establish and elaborate on the relationship

between Maxwell, Kate, and Trump. In an email dated December 15, 2020, Maureen Comey, one

of the lead DOJ prosecutors on the Epstein matter, summarized a call she had with Brad Edwards,

Kate’s attorney.89 The purpose of the call appears to have been for Edwards to provide

corroborating sources for individuals who could vouch for the connection between Kate and

Troublingly, Kate’s relationship with Donald Trump and their connection through Maxwell

were covered extensively in 1997 as a matter of tabloid gossip by the Daily Mirror, which actually

referred to Kate by her real name. An article at the time reported how “America’s best known

billionaire Donald Trump has fallen under the spell of a 20-year-old English girl.” 90 The tabloid

details how “several American millionaires already had their eyes on” Kate when she attended a

party “with Robert Maxwell’s daughter Ghislaine, who has introduced several of her attractive

friends to the property developer.”91

The use of the plural—Maxwell “has introduced several of her attractive friends to the

property developer”—is significant and revealing given that this introduction occurred at the

apparent height of the Epstein-Maxwell sex trafficking operation. So too is the account of what

came next: “Trump flew Madam Maxwell and the model south to the sunshine state, where all

28three enjoyed a happy weekend together. When they returned to New York, [Kate] was installed in

one of Donald’s many apartments there.”92

Kate has publicly shared significant information about her relationship with Epstein, which

spanned several years and locales. As related in interviews, “In addition to the estate on his private

island, [Kate] said Epstein preyed on her at his homes in New York and Paris.” 93 She shared: “And

in every location there was this microcosm of acceptance, of yes people, who acted like this was

normal.” She stated that by the time Epstein began to rape her, “it was too late.”

Kate has not spoken publicly about her relationship with Donald Trump. But this much is

clear from her FBI interview and corroborating public sources: Jeffrey Epstein and Ghislaine

Maxwell abused Kate. Around this time, Maxwell then decided to introduce Kate, as well as

several other young women, to Donald Trump. Immediately after this introduction, Trump flew

both Maxwell and Kate to Florida and put Kate up in a Trump property. In short, Maxwell certainly

appeared to be treating Donald Trump as if he were a participant in the sex trafficking operation.

2930JANE DOE 4 – 13 YEARS OLD

DOJ documents indicate that, in 2019, FBI interviewed a Jane Doe who came forward,

shortly after Epstein’s arrest, to allege abuse in South Carolina in 1983. Initially, a third-party

contacted FBI to share that the Jane Doe, when 13–14 years old, allegedly “bit President Trump

while performing oral sex” and then he “hit [her] in the face after she laughed about biting

President Trump.”94 The biographical details of the witness for this tip match that of an Epstein

survivor who joined a lawsuit against Jeffrey Epstein in 2019, and sometime thereafter, received a

settlement from his estate.95 That lawsuit claims that after Epstein initially molested Jane Doe, he

flew her to New York on “three [or] four occasions,” where he offered her up as “fresh meat” to

“intimate gatherings with other prominent, wealthy men” where she was “brutally and forcibly

battered, assaulted, and raped by these other men.”96

Image: Jane Doe 4’s Complaint Summary from FBI’s National Threat Operations Center.

The House Judiciary Committee has not been able to independently verify Jane Doe 4’s

claims against Donald Trump: while elements of her story have been confirmed, there is no public

record establishing Epstein visited South Carolina in the 1980s, and her assault by Donald Trump

would predate any other survivor reports by nearly a decade. While caution is warranted in

approaching this claim, part of the difficulty in confirming this account appears to be that DOJ is

still withholding a huge number of documents related to the allegations. The Charleston-based

Post and Courier reported that it reviewed handwritten notes by the FBI agents who conducted

Jane Doe 4’s witness interview, which revealed additional details about the abuse and the names

of individuals who may be able to corroborate her story. These handwritten notes have been

illegally withheld as “duplicative” by DOJ, despite the fact that new information is plainly

not the public, these unredacted notes.98 If true, this would represent a knowing and flagrant breach

of the Epstein Files Transparency Act.

OTHER WOMEN

The House Judiciary Committee has also reviewed select public files that indicate Donald

Trump and Jeffrey Epstein may have had sexual relationships with multiple other women—

including Lauren Petrella, Jane Doe 5, and Jane Doe 6. These women have not come forward

as survivors. Accordingly, there is no definitive account of their relationship with either Epstein or

Trump.

99 The circumstances are, however, similar to those described in stories shared by the

women above who fell into the orbits of both Trump and Epstein. While we do not have the first-

hand accounts of these women, their stories further illuminate the pervasive ties among Donald

Trump, Jeffrey Epstein, and young women in their orbit.

JANE DOE 5 – 20 YEARS OLD

Public reports indicate that in 1995 and 1997, Jane Doe 5, a Scandinavian college student

at NYU, was photographed with Jeffrey Epstein at Mar-a-Lago—in one picture, kissing Jeffrey

Epstein. The Epstein flight logs show Jane Doe 5 and Epstein traveled on Epstein’s jet more than

a dozen times during this period: a number of those flights list only her and Epstein as passengers.

Following this relationship, Jane Doe 5 seemingly entered into a relationship with Donald Trump.

In 1998, she is pictured in photos with Donald Trump and his family at Mar-a-Lago and appears

to have rented an apartment in a Trump property. It was reported that Donald Trump was “dating”

Jane Doe 5 when he met Melania Knauss, then a model working for Paolo Zampolli. While there

is no evidence available that Jane Doe 5 ever experienced misconduct at either Epstein or Trump’s

hands, her relationship with both men is significant. Epstein apparently dated her while she was at

NYU, a school attended by many Epstein survivors, and Donald Trump dated her immediately

thereafter.

The more sinister and telling detail is that Jane Doe 5 is the woman identified in Epstein’s

birthday book as the one that he “sold” to Donald Trump. One page of the birthday book depicts

Epstein holding a check, with the caption: “Jeffrey showing early talents with money + women

sells ‘fully depreciated’ [woman’s redacted name] to Donald Trump for $22,500.”100 Jane Doe 5’s

real name lies under the redactions. People familiar with Donald Trump’s relationship stated that

she “became a point of tension in Epstein and Trump’s friendship” and Epstein reportedly

complained “that he believed the woman enjoyed spending time with him over Trump, and that he

32was bitter when she ended up choosing to go out with Trump.”101 It is unclear why the check was

for $22,500. It is possible that the number is a reference to Jane Doe 5’s age, as she was roughly

23 years old when her relationship with Epstein ended and her relationship with Donald Trump

began. In that case, it would indicate that the potential joke is Donald Trump paying $1,000 for

every year of her age when she started dating Epstein at approximately 22.5 years old. This

reference to Jane Doe 5 is buttressed by the birthday picture and note Trump drew for Epstein,

indicating a shared interest in young women. In other words, multiple documents in the same

scrap book reference Epstein and Trump sharing a sexual interest in younger women at a

time when Epstein was engaged in serial acts of sexual molestation.

Epstein himself recognized that this connection was of interest to reporters: in an email on

December 8, 2015, he sent a New York Times reporter an email describing Jane Doe 5 as “my 20-

year-old girlfriend in 1993, that after two years I gave to Donald.”102 Epstein also gave the reporter

Jane Doe 5’s name to “pass on” to another journalist, seemingly so she could discuss the shared

relationship with him and Donald Trump.103

JANE DOE 6 – 21 YEARS OLD

In some instances, it appeared some women first intersected with Donald Trump before

associating publicly with Epstein. A Russian model, Jane Doe 6, moved to Florida in 1995 at age

21, and shortly after meeting Donald Trump, moved into an apartment in Trump’s 5th Avenue

building—“[n]otwithstanding the fact that Trump was still married to his second wife, Marla

Maples.”104 The New York Post, which wrote a contemporaneous article, stated that her lavish

accommodations were taken care of “courtesy of an unidentified sugar daddy.”105 In October 1996,

Trump purchased the Miss Universe pageant and, two years, later, Jane Doe 6 competed in the

pageant despite not having qualified through the proper channels, a sleight-of-hand supporting the

claim made by Keul that Trump may have manipulated his pageants to promote and provide

benefits to his own sexual targets and conquests.

106 Around this time, Jane Doe 6 spent time with

Epstein and other co-conspirators. Flight records show that, not long thereafter, Jane Doe 6 flew

on Epstein’s jet with Maxwell and Prince Andrew.107

33Donald Trump has described these claims against him as political hit jobs.108 But the full

extent of all this reported misconduct, and the repeated crossover liaisons between Epstein and

Trump involving at least 11 different women, are impossible to explain away with that clichéd

deflection.

Consider the probative nature of the evidence:

• Chronology: The time period is remarkably consistent. With one exception, each

of these incidents reportedly occurred between 1992 and 1997 when Donald Trump

and Jeffrey Epstein were close friends, during the time when Trump repeatedly flew

on Epstein’s jet, and the pair were videotaped partying together at Mar-a-Lago.

• Multiple Witnesses: Eight separate women have shared significant detail about

sexual misconduct by Donald Trump, undertaken in coordination with, or in the

company, of Jeffrey Epstein.

• Common Accounts and Facts Reported: At least five of these women (Beatrice

Keul, Stacey Williams, Katie Johnson, Maria Farmer, and Jane Doe 4) related

extremely similar facts regarding how Trump and Epstein were fiercely competitive

in their pursuits of women and girls, and several related similar instances where

Epstein showed off ‘his women’ to Trump but then reprimanded and punished them

when Trump initiated or attempted to have sexual contact with them.

• Credibility of Witnesses: At least two of these women (Kate and Jane) were called

as star government witnesses at Ghislaine Maxwell’s trial, indicating DOJ

prosecutors and FBI case agents believed they were credible.

• Common Pattern and Practice: Even beyond these first-hand reports, there are

significant second-hand reports about three additional young women (Lauren

Petrella, Jane Doe 5, and Jane Doe 6) who had a shared sexual relationship with

both Epstein and Trump, including one who Donald Trump reportedly sexually

assaulted (Lauren Petrella) and another Epstein “sold” to Trump.

Paired with Trump’s repeated and false statements about his relationship with Epstein,

detailed below, these women’s stories provide significant evidence that Trump was aware of, and

may have participated in, Epstein’s crimes. If expanded to include other reports about Epstein and

Trump’s conduct, the available evidence becomes overwhelming.

These women’s reports also help crystalize our understanding of how Donald Trump fit

into Epstein’s world. In the beginning to mid-1990s, evidence indicates that Donald Trump and

Epstein partied together, engaged in an aggressive rivalry over women, and, at times, sexually

assaulted them together. To facilitate this sex trafficking operation, Trump and Epstein, working

recruited young foreign models and women to come to the United States under a thin veneer of

35THE COVER-UP: DONALD TRUMP’S MANY BRAZEN LIES ABOUT

HIS RELATIONSHIP TO JEFFREY EPSTEIN AND DOJ’S

RELENTLESS COVER-UP FOR TRUMP AND OTHER PROBABLE

ACCOMPLICES AND CO-CONSPIRATORS

The evidence that Donald Trump knew about Jeffrey Epstein’s crimes and even

participated in them is further bolstered by the fact that, when questions about his relationship

with Epstein have come up, Donald Trump has unequivocally and repeatedly lied in response.

In 2019, after Epstein’s alleged suicide, Donald Trump minimized his relationship with

the notorious child sex trafficker, falsely claiming, “Well, I knew him like everybody in Palm

Beach knew him …. I had a falling out with him a long time ago. I don’t think I’ve spoken to

him for 15 years. I wasn’t a fan. I was not a fan of his.”109 That same year, Trump further denied

knowledge of Epstein’s crimes, stating “No, I had no idea. I had no idea. I haven’t spoken to

him in many, many years.”110

Nearly every one of these claims is demonstrably false or misleading.

Lie: “I know him, just like everybody in Palm Beach knew him.”

Donald Trump, July 2019

Donald Trump was no casual acquaintance of Jeffrey Epstein’s who knew him by

reputation or happenstance “just like everybody” in Palm Beach knew him.111 By all accounts,

Trump and Epstein were inseparable for much of the 1990s. They called each other several times

a week; they partied together constantly, either at Mar-a-Lago or at Epstein’s New York

townhouse; Epstein attended beauty pageants hosted by Trump and attended Donald Trump’s

1993 wedding to Marla Maples. In 1997 and 1999, Epstein and Trump were photographed

together at Victoria’s Secret events (run by alleged Epstein co-conspirator Les Wexner).

Epstein’s leaked address books contained 14 phone numbers for Donald Trump, including

Trump’s direct line as well as Melania’s;112 there are also many pictures of Donald Trump,

Melania, Epstein, and Ghislaine Maxwell socializing together.

Trump himself has described their close friendship in exuberant and suggestive terms.

In a 2002 New York Magazine profile, Trump said “I’ve known Jeff for 15 years. Terrific guy.

He’s a lot of fun to be with. It is even said that he likes beautiful women as much as I do, and

many of them are on the younger side.” Just a year later, in 2003, Donald Trump signed a

to their common interests. Donald Trump’s note, contained within an image of a nude young

woman, is included in the “friends” section of the book. In it, Trump wrote that “a pal is a

wonderful thing,” “we have certain things in common, Jeffrey,” “enigmas never age,” and

finally, “and may every day be another wonderful secret.”113

While Epstein and Trump had a falling out over a real estate deal, it appears possible that

Epstein resumed contact with Trump, or at least his close advisors, after Donald Trump won the

presidency in 2016. On or around November 13, 2016, immediately after Donald Trump’s

election, Epstein wrote to tell multiple acquaintances that he was attending meetings at Trump

Tower and “seeing trump people” despite it being a Sunday—the same Sunday when Donald

37Trump was at Trump Tower conducting cabinet interviews and was “holed up … with his

transition team.”114

For his part, Epstein told author Michael Wolff in 2017 that he had been Trump’s “closest

friend for 10 years” before their falling out.115 One woman who socialized with the pair in New

York described the darkly competitive nature of their friendship: “[i]t was like a pissing

contest—who had the most women.”116 Even before Donald Trump’s rise to political power,

their relationship came under intense suspicion. In a 2010 deposition, Epstein was asked if he

had ever socialized with Donald Trump with girls under 18 years of age. Epstein invoked his

constitutional right not to answer, stating “Though I’d like to answer that question, at least today

I’m going to have to assert my Fifth, Sixth, and 14th Amendment rights.”117

Lie: “And what President Trump has always said is that he was from Palm

Beach and so was Jeffrey Epstein. Jeffrey Epstein was a member at Mar-a-

Lago until President Trump kicked him out because Jeffrey Epstein was a

pedophile and he was a creep.”

spa or not spa, I don’t want them taking people.’ And he was fine. And then not

too long after that, he did it again. And I said, ‘Out of here.’”

Donald Trump, June 2025

Trump is fond of repeating the assertion that he kicked Jeffrey Epstein out of his Mar-a-

Lago Club for being a “creep.” 118 This claim, plainly intended to distance Trump from

Epstein, is demonstrably false and contradicted by an authoritative source: Donald Trump

himself. Members of the House Judiciary Committee, including Ranking Member Raskin who

first found this evidence, and the House Oversight Committee reviewed a heavily redacted 2009

document in DOJ’s possession summarizing a conversation that Donald Trump, his Mar-a-Lago

manager, and his lawyers had with an attorney for survivors suing Jeffrey Epstein in 2009. This

121 In a public hearing, in response to questioning from Rep. Madeleine Dean (PA-04), Attorney General Todd

This, however, does not withstand the slightest scrutiny: there is no such thing as a general privilege for

communications between counsel. There is only the attorney-client privilege, and this communication does not

qualify for protection under that privilege because it reflected conversations between Trump and Epstein’s attorneys.

The only exception that might protect these communications would be if there existed a joint-defense agreement

between Trump and Epstein, but there is no evidence such an agreement existed. If it had, it would be damning for

Trump and Epstein and essentially a confession that Trump was involved in Epstein’s crimes. Finally, Epstein

forwarded the entire communication to Ghislaine Maxwell, further breaking any possible privilege by sharing the

substance of the communication with a third party. See Lisa Rubin, Blanche’s Defense of Epstein Files Redaction

from October 14, 2009. Only emails and phone numbers are redacted.

One item in the redacted document fairly jumps off the page. The email, sent by Epstein’s

lawyer, states that “Trump specifically asked Garten [Trump’s lawyer] to advise us

[Epstein’s team] of the interview.” In other words, Donald Trump asked that his account of his

relationship with Jeffrey Epstein, which Epstein’s lawyers were not initially privy to, be passed

on to Epstein. That request, and its phrasing, raises significant red flags that Donald Trump

wanted to make sure Epstein was matching his false narrative.

There are two possibilities here, and both are deeply incriminating. Perhaps Trump was

telling the truth and that Epstein was never asked to leave. In that case, Trump had been lying

for years about kicking Epstein out of Mar-a-Lago. But perhaps Trump did in fact kick Epstein

out of Mar-a-Lago. In that case, he lied to survivors’ counsel to protect Epstein.122

122 A third option exists: that Trump’s lawyers lied to Epstein’s lawyers about their client’s conversation with

counsel. While possible, there is reason to doubt this explanation. By doing so, Trump’s lawyers—experienced

attorneys—would have indicated that Trump had told two different stories to different sides of a lawsuit, thus

increasing his value as a material fact witness that could be called to give an official deposition and testify at trial.

There is significant reason to believe that is exactly the scenario Trump was trying to avoid. And even in this

scenario, Trump and his lawyers were lying to both parties: inexplicable behavior if Trump had no involvement or

knowledge of Epstein’s crimes.

40Perhaps because of this admission that he never kicked Epstein out of Mar-a-Lago, over

the next decade and a half, Donald Trump has been unable to maintain any kind of consistent

story about how and why his relationship with Epstein soured. In 2025, he stated that he kicked

Epstein out of his club because he “took people that worked for me” and that late-survivor

Virginia Guiffre was one of those people. 123 According to Trump, Epstein “stole her, and by the

way, she had no complaints about us, as you know, none whatsoever.” Yet, Trump and Epstein

remained close friends for several years after Epstein purportedly “stole” Guiffre in 2000.124

Not only did Trump and Epstein’s friendship remain strong in 2000, but roughly two years later

Donald Trump was still praising Epstein as a “Terrific guy” and “a lot of fun to be with.”125 The

year after that interview, in 2003, Donald Trump penned his now infamous birthday note to

Epstein in the “friends” section of the book, in which Trump wrote that “a pal is a wonderful

thing.”126 In short, Epstein and Trump remained close friends for at least three years after Epstein

recruited Guiffre from Mar-a-Lago.

Lie: “No, I had no idea. I had no idea. I haven’t spoken to him in many years.”

Donald Trump, July 2019, when asked whether he knew about Epstein’s

crimes

Donald Trump has emphatically stated that he knew nothing of Epstein’s criminal

activities related to minors. Recently released files, however, show that Trump indeed knew

about Epstein’s crimes and lied when he denied it. In 2019, Epstein sent an email to reporter

Michael Wolff that said, “Of course [Trump] knew about the girls as he asked ghislaine [sic] to

stop.”127 The Palm Beach Chief of Police also informed FBI that Donald Trump called him in

2006, saying, “[T]hank goodness you’re stopping him, everyone has known he’s been doing

this.”128 These statements demonstrate that Donald Trump clearly knew about Epstein’s crimes

in 2006 and then lied about it, more than a decade later in 2019, when public scrutiny of Epstein’s

operation intensified.

41The President’s defenders have used the 2006 phone call to claim that Trump, far from

being a co-conspirator, attempted to alert law enforcement to Epstein’s crimes. Redacted

passages in the 2009 document summarizing a meeting between Donald Trump, his Mar-a-Lago

manager, his lawyers, and an attorney for survivors (referenced above) disprove this theory.

During that call, Donald Trump, when asked what he knew about the “allegations against JE,”

replied, “only what I’ve read in the paper.”129 At this time, Epstein, who had received a

sweetheart plea deal roughly two years earlier, was facing civil lawsuits brought by four different

survivors who had been harmed by his conduct. Trump could have shared his professed

knowledge of Epstein’s crimes and revealed the facts “everyone has known” about Epstein’s

child trafficking. But Trump chose not to. In other words, Donald Trump professed to know

about and detest Epstein’s crimes when talking to a law enforcement official who might be

inclined to investigate Trump, but then three years later backtracked when presented with an

actual opportunity to ensure that Epstein would face accountability in the legal system.

Lie: “I was never on Epstein’s plane.”

Donald Trump, January 2024

In January 2024, Trump took to social media to say that he “was never on Epstein’s

plane”—now widely known as the “Lolita Express.”130 This denial was completely false. The

Epstein files reveal that Donald Trump is listed on the jet’s flight logs and that he flew on the jet

records listing Trump as a passenger on Epstein’s plane.

Notably, Donald Trump was far less definitive about “never” having been on Epstein’s

plane when questioned by lawyers in 2009. In that account, redacted in the Epstein files, the

lawyer asks, “Mark Epstein said Trump on Epstein plane is that true.” Donald Trump replied:

“I’ve been on a lot of planes may have been on his plane. No young girls on plane.” This, of

course, was also misleading or an outright lie. Donald Trump could not reasonably have

forgotten traveling on the plane multiple times. And there were certainly at least young women

on the plane with him.

Lie: “It’s not my signature. And it’s not the way I speak … that’s not my

language.”

Donald Trump, July 2025

43In the realm of the absurd, Donald Trump repeatedly claimed that he never authored the

lewd birthday note to Jeffrey Epstein in 2003, even suing the Wall Street Journal for $10 billion

for alleged defamation when it first reported on its existence.134 When this lawsuit was dismissed

by a federal judge in Florida, Trump amended his complaint and refiled it to try to maintain the

ridiculous pretense that he was seriously contesting the fact that he wrote the note.

When the letter was revealed, Trump claimed that he simply did not draw things. “I

never wrote a picture in my life,” Trump said at one point, continuing: “This is not me. This is

a fake thing. It’s a fake Wall Street Journal story.”135

However, Trump did, quite famously, draw pictures and doodles just like the one in the

birthday note. In fact, Donald Trump wrote in a 2008 letter that he donated an autographed

doodle every year to a different charity. For instance, the picture depicted below was drawn by

Trump in 2005, just two years after the date of this birthday note, and then sold for several

thousand dollars.136 And despite the White House’s claims to the contrary, the signature at the

bottom of the birthday note also matches his signature on this drawing, as well as his signature

on other letters around that time.137

Lie: “I don’t know Prince Andrew. I don’t know him, no.”

Donald Trump, December 2019

Trump has also repeatedly claimed that he does not have a relationship with Andrew

Mountbatten-Windsor, the former British Prince who has been stripped of his royal titles due to

his own involvement in Epstein’s sex trafficking scheme. In December 2019, Trump said, “I

don’t know Prince Andrew,” adding, “I don’t know him, no.”138 This was false. Trump had not

only had breakfast with Prince Andrew a few months earlier, but he also had been photographed

with Prince Andrew at Mar-a-Lago, with his then-girlfriend, Melania, in 2000.139 That same

year, Trump and Prince Andrew both attended a “Hookers and Pimps” Halloween party in New

York City, where Prince Andrew was accompanied by his close friend Ghislaine Maxwell.140 At

that time, Trump told People Magazine that Prince Andrew was “a lot of fun to be with.”141

After King Charles stripped Prince Andrew of his royal titles, Trump expressed great

sympathy—not for Prince Andrew’s teen victims and their families—but for the Royal Family:

“It’s a terrible thing that’s happened to the family.”142 He continued: “That’s been a tragic

situation, and it’s too bad. I mean, I feel badly for the family.”

Lie: “The president was never in [Jeffrey Epstein’s] office.”

Steven Cheung, White House Communications Director, July 2025

46president was never in his office.”143 This denial is overwhelmingly contradicted by a wide range

of individuals, including several women who gave personal accounts of being present in

Epstein’s office with Trump in the room, Epstein’s former assistant who witnessed the visits,

and Epstein’s brother Mark, “who said that Jeffrey had told him that Trump visited him

frequently.”144

Lie: “I've been fully exonerated” (referring to the Epstein file release).

Donald Trump, February 2026

Donald Trump claims that he has been “100% exonerated” by the Epstein files release.145

This too, as shown by the evidence below, is a flat-out lie and perhaps the most disprovable one

he has uttered about his relationship with Jeffrey Epstein. The documents made available to the

public strongly indicate that Donald Trump may have been involved in some of these crimes and

that Epstein possessed leverage over Trump due to his involvement.

The Epstein files released by DOJ do not include any communications directly with

Donald Trump, which is unsurprising for several reasons. First, Trump’s own DOJ has

unilaterally decided to withhold millions of pages of the Epstein files, with the likely dominant

motive, among others, being the protection of Donald Trump. Second, Trump famously avoids

email and text messages in general. Third, most reports, including most recently former

President Bill Clinton’s testimony before the House Oversight Committee, indicate that Epstein

and Trump had a falling out over their rival bids for a Palm Beach mansion in 2004, meaning

Epstein’s emails, which almost entirely date from after that time, reflect a time-period after he

and Donald Trump were close friends.146 Despite all this, the available records include evidence

which directly suggests that Donald Trump knew about and was complicit in Jeffrey Epstein’s

crimes.

• “I am the one able to take him down”: In a text message sent on December 3,

2018, Epstein messaged former girlfriend Eva Dubin about how individuals were

trying to attack Trump by focusing on his relationship with Epstein. Epstein

responded, “yes thx. its wild. because i [sic] am the one able to take him down.”

Dubin responded with a laughing emoji.147

These represent only a subset of all the incriminating evidence implicating Donald

Trump in the portion of the Epstein files released by DOJ. As discussed above, multiple witness

interviews with FBI—released as part of the drop—refer to Trump’s involvement, including

several credible allegations that he sexually assaulted women, that Ghislaine Maxwell

introduced survivors to him for the purpose of establishing a sexual relationship, and that Jeffrey

Epstein introduced Donald Trump to Melania Trump.

These files are seriously incriminating, which, to state the obvious, is the opposite of

exonerating.

***

Donald Trump has lied time again about his relationship with Jeffrey Epstein. These lies

are clearly relevant and go directly to Trump’s guilt and state of mind. In federal court, false

exculpatory statements may “be considered as evidence of consciousness of guilt.” United States

v. Perkins, 937 F.2d 1397 (9th Cir. 1991); United States v. Inserra, 34 F.3d 83, 89 (2d Cir. 1994)

(evidence of misrepresentation admissible to demonstrate knowledge or intent to engage in

criminal activity); United States v. Johnson, 46 F.3d 1166 (D.C. Cir. 1995) (untruthful statement

made to law enforcement was probative of consciousness of guilt). If Trump were not potentially

implicated in Epstein’s crimes, he would have no obvious reason to lie about his knowledge of

them. While Trump is admittedly no stranger to reflexive falsehoods and exaggerations, these

repeated lies have served a specific tactical purpose: they distanced Trump from Jeffrey Epstein

and his crimes in spite of the fact that he partied with Epstein, flew on his private plane by

49multiple accounts, considered him one of his best friends, and joked about Epstein’s special

fondness for women on “the younger side.”

50THE BOTTOM LINE: THERE IS MORE THAN SUFFICIENT EVIDENCE

TO LAUNCH A CRIMINAL INVESTIGATION

Attorney General Blanche claims that neither DOJ nor FBI possesses sufficient evidence

to support further investigations of Epstein’s accomplices, enablers, and co-conspirators. That is

an absurd statement.

The DOJ and FBI standard for initiating a formal investigation is whether there is existence

of evidence that a crime “may have occurred.”150 There is more than enough evidence that many

individuals other than Jeffrey Epstein and Ghislaine Maxwell may have committed a crime. This

includes Donald Trump. To cover up this inconvenient truth, DOJ has actively obstructed the

Epstein investigation into any co-conspirators, attempted to prevent the release of the Epstein files,

and then released an incomplete and heavily redacted set to the public—all while withholding key

information about Trump in the process. As a result, this investigation has given a pass to all the

individuals who took part in this decades-long, multibillion-dollar international sex trafficking ring

that victimized over 1,000 women and girls.

Those responsible for these crimes must be investigated and prosecuted. In 2003, Congress

amended 18 U.S.C. § 3283 to provide: “No statute of limitations that would otherwise preclude

prosecution for an offense involving the sexual or physical abuse, or kidnapping, of a child under

the age of 18 years shall preclude such prosecution during the life of the child ….”151 As Maxwell

was prosecuted under this statute, so too others could be.

There are structural barriers to investigating Trump, not the least being DOJ’s guidance

forbidding bringing criminal charges against a sitting President. However, under this

Administration, DOJ has shut down ongoing investigations into all potential Epstein accomplices

and co-conspirators and has obstructed efforts by state and foreign prosecutors to conduct their

own investigations and hold these individuals accountable. DOJ has stonewalled an investigation

in New Mexico, refusing to provide state prosecutors with access to key evidence relating to Zorro

Ranch. Similarly, when British law enforcement lodged a request for mutual assistance for

evidence of Epstein’s ties to a senior British politician, DOJ refused to hand over relevant

evidence—putting the U.K.’s investigation “at risk of collapse.”152

Given the Administration’s clear pattern of protecting Trump rather than seeking justice for

Epstein’s survivors, it is clear that Trump’s partisan appointees cannot be trusted to investigate and

prosecute any of Epstein’s co-conspirators or share evidence with other jurisdictions working to

do so.

mlat-obstruction.pdf.

51At a minimum, DOJ and FBI’s efforts to protect Trump rather than pursue justice require

the appointment of an independent special counsel under 28 CFR § 600.1, which requires the

Attorney General to do so in matters where DOJ has a “conflict of interest” or presents “other

extraordinary circumstances.”153 This special counsel should be tasked with investigating not only

the President—as previous independent counsels from Archibald Cox to Robert Hur have

impartially done when the President’s conduct comes under criminal suspicion—but all of

Epstein’s potential accomplices and co-conspirators. DOJ’s decision to shield the President at all

costs has shielded all of those who perpetrated or enabled this sex trafficking ring. This special

counsel must also be tasked with ensuring all relevant evidence is shared with other jurisdictions,

like New Mexico and the United Kingdom, that are pursuing justice, conducting criminal

investigations of Epstein’s potential accomplices and co-conspirators, and holding these

individuals to account in criminal proceedings.

Given DOJ and FBI’s abdication of their law enforcement duties and prosecutorial ethics,

there is little reason to believe this Administration will take even this minimal step. Accordingly,

Congress must continue to use its legislative and oversight powers to pursue justice for survivors

and bring an end to the Trump Administration’s shameful, bureaucratic, and political cover-up.

153 28 C.F.R. § 600.1 (Grounds for appointing a Special Counsel). Crimes committed by a one-day President in his

private capacity are not protected by the Supreme Court's overbroad grant of immunity in 2024. See Trump v. United

States 603 US 593 (2024). Moreover, where the President is acting outside the bounds of his “conclusive and

preclusive authority,” he is also not immune. Id. at 609.
