City Manager JOHN PATRICK REGAN, P.E. Evades Meeting on Civil Rights Violations By Subordinate Manager

City Manager JOHN PATRICK REGAN, P.E. has evaded my request for a meeting on civil rights violations by a contumacious subordinate manager -- one of several in City Hall.   Wonder why?  Still lawbreaking after all these years, John?
REGAN has publicly stated that ex-MAYOR and HARB CHAIR LEN WEEKS was his "mentor on historic preservation," crying when WEEKS resigned as HARB Chair in the midst of WEEKS destroying 211-year old Don Pedro Fornells House.
REGAN has publicly stated that his other "mentor" was WILLIAM BARRY HARRISS, longtime bigoted City Manager, who dumped a landfill in a lake and thought it was cute, fighting efforts to remedy the pollution from 2006-2008, while concealing illegal emissions of sewage effluent in our saltwater marsh.
Does JOHN REGAN remain a reprobate, attempting to personify himself as a reformer?
Here's a blog post from June 2008:

BLEEDING OBVIOUSNESS AWARD GOES TO JOHN REGAN, ST. AUGUSTINE CITY CHIEF OPERATIONS OFFICER: "It is self-evident the pipe needs to be replaced,"

Will these environmental crimes be punished? Or will this case be fixed?
What do you reckon?
