WGV BUC-EES' SAGA: WHO IS PZA MEMBER JON WOODARD? "Conservative" Campaign Consultant, CHILLS WGV RESIDENTS' FREE SPEECH RIGHTS

Buc-ee’s plans submitted in June, but no waivers sought



The calls for action in regard to the proposed Buc-ee’s gas state at World Golf Commerce Center have not ceased, but there’s still nothing to be decided in any public forum.
Opposition to the large gas station/convenience store near Interstate 95 has remained zealous and is vocalized at the various county meetings even though the issue isn’t on the agenda.
That remains the situation despite more filings from the company in June.
Buc-ee’s representatives submitted detailed building plans to the county. However, despite what has been said at some meetings, the project is still not seeking any kind of waiver.
That doesn’t mean nothing is different from the pre-application review. The plans changed from 120 gas pumps to 104 pumps in April. Those pumps will accompany the 53,000-square foot convenience store and restaurant. Also, the number of parking spots was reduced from from 417 to 392 spaces.
The current master plan was approved on June 21, and construction plans were submitted June 26.
Because the proposed Buc-ee’s would be on property that is zoned for gas stations, no formal approval is necessary for the project as long as nothing outside the zoning is requested. According to the county, that has not taken place.
The property’s land use designation is Mixed Use, and the zoning is Planned Unit Development within the World Commerce Center PUD, which allows for retail, commercial and industrial development, including gas stations.
At Thursday’s Planning and Zoning Agency meeting, several speakers addressed the board during the public comments period. It was suggested that Buc-ee’s has asked for waivers, but Suzanne Konchan, the county’s growth management director, addressed the issue at the end of the meeting.
“We do have commercial construction plans that have been submitted for review,” she said. “It is under review. There is nothing upon our initial assessment of the application that would lead it to a public hearing for any waivers, variances, or modifications before this agency or the County Commission, although that could change in the future.
“We are still doing our technical review. We are still coordinating with other agencies who also have jurisdiction over the development, and I suspect you’ll be hearing more about it as the weeks move on.”
With the constant barrage of commenters at every PZA meeting despite the fact that there has been no hearing related to Buc-ee’s on any agenda, the PZA members appeared frustrated with the issue.
Board member Jon Woodward reproached commenters about Buc-ee’s at Thursday’s meeting.
“There is no application in front of us nor am I aware of one that’s going to be,” he said. “Furthermore, I think it is our job to consider applications that are before us. I don’t know if there will ever be an application before us concerning that property. I don’t think it would be fair for me to consider any information that is given without having an application to consider.
“We’re starting to get into the law of diminishing returns, and I think it’s really counterproductive.”
Until something is presented to the PZA, Woodard said it’s not really appropriate to lobby him or other members of the board, he said.
However, the public comment period is set aside specifically for items that are not on the agenda.
“I can’t go into a vote with a negative opinion of a property owner based off of comments of the public,” Woodard said. “They need to be tied to what’s before us. Then I can consider and give it the appropriate weight.”
