St. Augustine's proposed ordinance 2015-32 may be headed for a rocky road Monday, December 14th -- there's no answer to my request for a legal opinion. Imagine giving the City Manager a standardless delegation to decide who has "vested rights" to hold special events, with NO appeals to the Planning and Zoning Board and City Commission (only to Circuit Court).
What could possibly go wrong with that?
